City Launches Pilot Program for Engineered Wood Construction

Santa Monica has launched a one-year pilot program to encourage the use of mass timber in large multifamily and commercial projects, partnering with AIA-LA to guide developers in integrating engineered wood products like CLT, glulam and NLT. City officials highlighted mass timber’s appeal as a fast, visually appealing and lower-carbon alternative to concrete and steel, with the potential to cut emissions by up to 40% and reduce construction timelines and costs. Recent changes to California’s building code now allow mass timber buildings up to 18 stories, further expanding their development potential.

However, the City also acknowledged several drawbacks, including long-distance transportation from major exporters such as Canada and China, as well as material challenges like condensation issues, swelling, sound insulation problems and pest vulnerability. Funded by a $100,000 Softwood Lumber Board grant, the pilot will select up to five projects to receive free technical support from WoodWorks and financial incentives of $20,000 to over $50,000. The initiative coincides with new City policies aimed at accelerating housing production, including density bonuses and off-site affordable housing options, which have already spurred over 1,000 unit applications from developers eager to restart stalled construction.
