Major pro-housing CEQA reform legislation signed into California law

California Governor Gavin Newsom signed AB 130 and SB 131 into law on June 30, 2025, enacting major housing reforms aimed at easing development restrictions. The new laws streamline or eliminate California Environmental Quality Act (CEQA) reviews for many infill housing projects, strengthen the Housing Accountability Act, and freeze building code updates through 2031. They also reduce local permitting delays, limit appeals under the Coastal Act, and introduce new exemptions and fee structures to support faster housing construction.
