USGBC advocacy and policy highlights: August 2025

The U.S. Green Building Council (USGBC) listed the federal, state and local updates regarding its green building advocacy this past August. Federal updates from the USGBC include tax guidance for solar and wind. Updates also include state of the reduction fund and endangerment finding that have been targeted by the current administration.

The Secretary of the Treasury was directed to strictly enforce the termination of the 48E and 45Y tax credits for solar and wind. In order to still receive the tax credits, projects must satisfy certain criteria. They will either begin construction by July 4, 2026 or be in operation by Dec. 31, 2027 to remain eligible for the tax credit.

Grants that were previously awarded under the Solar for All portion of the Greenhouse Gas Reduction Fund program have been terminated by the EPA. Furthermore, the EPA is proposing to rescind the 2009 greenhouse gas endangerment finding. The finding has long established the EPA’s authority to set regulations on greenhouse gas emissions under the Clear Air Act.

Also, the USGBC highlights Delaware’s first climate action plan for its focus on reducing emissions and increasing resilience. The plan, which is set to achieve the goals of the state’s Climate Change Solutions Act of 2023, is expected to be in effect in 2026.

According to the USGBC, “USGBC’s advocacy and policy team has reviewed 2,148 bills, prioritizing 338 and identifying 26 for further engagement.”
