USGBC advocacy and policy highlights: September 2025

The U.S Green Building Council (USGBC) engages in advocacy across the state, local and federal level for green building initiatives and decarbonization policies.

USGBC resource on OBBBA changes to IRA

USGBC published an updated version of the Inflation Reduction Act (IRA) and highlighted the changes and terminations made to the IRA building incentives and programs under the One Big Beautiful Bill Act (OBBBA) enacted in July 2025. This resource is helpful for green builders nationwide.

Endorsement of bipartisan indoor air quality bill

USGBC endorsed legislation, the Indoor Air Quality and Healthy Schools Act, would establish an assessment and strengthen indoor air quality (IAQ) across the nation including schools and childcare facilities. The bipartisan bill introduced by Reps. Paul D. Tonko (D-NY) and Brian Fitzpatrick (R-PA) would strengthen the Environmental Protection Agency‘s (EPA’s) role in assessing indoor air contaminants and allocate $100,000,000 per year through 2030 for the EPA to establish and run the program.

State legislative sessions

USGBC’s advocacy and policy team reviewed 2,148 bills in September. They are looking into more for further engagement. Massachusetts and North Carolina are set to adjourn in November, and Michigan, New Jersey, Ohio, Pennsylvania and Wisconsin are wrapping up their regular sessions in December.
