California Aims to Simplify Plug-In Balcony Solar

On March 20, 2026, the California Senate Energy, Utilities and Communications Committee approved a new bill that could significantly expand access to solar energy for homeowners without access to rooftop solar, renters and apartment residents. The proposed legislation, Senate Bill 868 Plug and Play Solar Act, aims to simplify the installation of small plug-in solar, balcony solar or similar systems, and reduce regulatory barriers.

Globally, balcony solar’s popularity is rising due to its simplicity and affordability. These systems are portable, require minimal installation and allow users to reduce electricity bills without major infrastructure changes. While they generate less electricity than full rooftop systems, they offer a practical entry point into renewable energy for those without roof access.
