DOE seeks feedback on building energy codes

The Department of Energy (DOE) asks for public input on its methodology for assessing consumer impacts associated with residential and commercial building energy codes, toward the objective of ensuring transparency in building energy code evaluations.

RESNET submitted comments to the DOE encouraging recognition of verified, performance-based compliance pathways.

“RESNET shares the Department’s stated goal in this RFI and in Executive Order 14394: reducing unnecessary regulatory burden on new home construction and expanding consumer choice and affordability. We write to make the case that a verified, performance-based compliance path — specifically, a HERS Index target score is the most direct way to achieve that goal, and that it outperforms both rigid prescriptive mandates and, just as importantly, prescriptive codes left unverified in the field. ”

The deadline for submitting a comment is August 3, 2026.
